Prior to the year 2020, local governments received very little federal grant funding outside of CDBG (Community Development Block Grants) and DOJ (Department of Justice) grants for law enforcement.  When COVID-19 hit us five years ago, this changed through the ARPA (American Rescue Plan Act) grants, which totaled $65.1 billion that went to communities across the US.  Of that amount, $8.22 billion went to California cities, but receiving this money was not based on merit or “competitive” rating or need.

The point of this article is not just to discuss how local governments can take advantage of federal (and state) grant opportunities through grant writing, but also by keeping “squeaky clean” books.  But I will not bore you with all the nerd Accountant talk of debits and credits, balance sheets and cash flows, and audits, budgets, and financial reports.  But I will address City Managers and say it only once in this article:  Make sure your Finance Department gets their bank reconciliations done within 10 days of end of month, and make sure your books are closed within 90 days, so your City receives it audit report, or ACFR (Annual Comprehensive Financial Report) is published within six (6) months of end of fiscal year.  This will make your city much more competitive when applying for grants!
